How do you handle other peoples driving?

Believe me, they hand out regular licenses like candy. There are some people that should never have been allowed to even take the test, much less pass it. Ironically, it's these idiots that make me a safer, more aware driver.
American car culture doesn't really allow us to do things differently. If you fail someone for their driving test, you put them in a serious economic hardship. Having your licence revoked is a serious penalty. If we eliminate the absolute necessity of each person having a car and being able to drive it, then the roads would be a lot safer (and even if they weren't, who cares, since there are other options anyway). Unfortunately there are a lot of classist assumptions and lobbying from the automotive and fossil fuels industries to deal with.
