I wouldn't trust it. Emails and phone calls of any kind tend to normally be scams. One thing I'd do is trace the number provided. If it goes to sketchy website or some kind of telecom service site, it's a scam.

Socail Security will only send you letters by mail if they seek for you to update information or if something needs attention.

yeah never download or click links in messages or emails unless you are absolutely sure of WHY they're being sent to you, and WHO is sending them to you.
